About Community Safety

Denbighshire Community Safety Strategic Steering Group
The strategy is determined by the Strategic Board, who is accountable for Community Safety and delivering on Public Service Agreed Negotiated Targets, Substance Misuse Action Plan Wales, and the All Wales Youth Offending Strategy.

Denbighshire Implementation Group
This group applies strategic direction identified by the Strategic Steering Group within an operational framework, in order to successfully achieve targets by overseeing performance, removing barriers to performance improvement, undertaking risk management and applying strategic intelligence assessments to action plans to improve community safety.

Substance Misuse Action Team (SMAT)
The group responsible for delivering the Substance Misuse Action Plan (Wales) in Denbighshire. The group is comprised of those involved in the tackling substance misuse and includes specialist drugs and alcohol workers, social workers, Local Health Board and health trust workers, police officers, and local authority officers including social services and supporting people. The SMAT agrees operational plans and monitors progress. The work programme of the SMAT is delivered through four operational groups - Treatment, Availability, Children Young People Families and Communities, and Training.

Anti Social Behaviour
Progress in reducing all types of anti social behaviour is managed by the Anti Social behaviour Group. The Clean Neighbourhoods and Environment Act 2005 Section one amends section 17 of the Crime and Disorder Act 1998 giving community safety partnerships a statutory obligation for tackling anti social behaviour, and behaviour adversely affecting the environment. There is an expectation that local authorities will be responsible for the enforcement of environmental crime. This type of behaviour is commonly that identified as making our communities feel unsafe and uncared for, giving rise to crime and the fear of crime. Our priority is ensuring that we have processes in place for robustly tackling the causes of crime and fear of crime. The work programme of the anti social behaviour group is delivered through three sub groups, the North Housing Group, the South Housing Group and the Enforcement Group.

Domestic Abuse Forum
The Forum’s priority is raising awareness of domestic abuse, its impact and to identify and engage all potential audiences. The Forum plans and delivers awareness raising packages and best practice for all agencies and general public to increase support and safer environment for victims of domestic abuse.  They encourage the reporting and recording of domestic abuse incidents to identify appropriate initiatives within the county. There are two sub groups that support the Forum, Children and Young People, and Training.

The Domestic Abuse Coordinator also plays a key role in the Multi Agency Risk Assessment Conference (MARAC).
The MARAC meets monthly and includes police, probation, Women’s Aid, Tai Hafan, Conwy and Denbighshire NHS Trust, Victim Support and North Wales Fire & Rescue.

The MARAC is an operational group, planning and agreeing actions to reduce repeat offending. The MARAC also offers victims advice, support and equipment to help reduce the risk of harm.

Youth Offending Team (YOT)
The YOT is made up of people from the police, probation service, social services, health, education, drugs and alcohol misuse, and housing officers. It works with young people who have committed crimes and identifies the needs of each young offender by assessing them. The assessment identifies the problems that make someone offend as well as measuring the risk they pose to others. The YOT can then develop a plan to prevent further offending.
