Denbighshire County Council works with established Tenants and Residents Associations around the County. These Associations are set up by local people to represent the interest of tenants and residents in their area. There are over a dozen active Associations who receive support from the Council, including an annual grant to help with running costs.
Those Associations have joined forces to form the Denbighshire Tenants’ & Residents’ Federation (D.T.A.R.F.). This means there is now an organisation that brings together tenants from around the County to meet regularly with the Council about housing matters.
Many parts of the County do not have a Tenants and Residents Association. The Council and DTARF will give support to any local group who want to form a new Association.
It is very easy to set up a tenants’ association and Denbighshire County Council will do all we can to assist you.
Putting your views forward through an association means that you have the collective weight of a group and not just heard as an individual by the Council or by other agencies whose help you want.
Being part of an association means that you have a say in the way your tenancy is conducted.
As a group you can learn and develop new skills.
As a group you are making a worthwhile contribution to your community.
There are five main steps in setting up a Tenants’ Association:-
1. You must open your membership to all tenants and residents within your defined area.
2. You must hold an Open Meeting and have a democratic process for electing a committee to run the organisation
with a Chairperson, Secretary and Treasurer.
3. Keep appropriate financial records which can be inspected if needs be.
4. Vote in a constitution which will determine how your association will be run. Denbighshire County Council and
Denbighshire Tenants’ and Residents’ Federation (DTARF) can help with providing a model constitution to guide you.
5. Invite a designated Council Officer to a meeting to confirm all the above.
