Van Ban

Anybody bringing household waste to one of County's household recycling centres in a trailer with more than one axle, or commercial-type vehicle must have a permit.

Trade waste cannot be accepted at any of the centres.

Any vehicle designed to carry goods, including hired, borrowed or company vehicles, and trailers with more than one axle, require a permit.

Banned vehicles include:

  • Lorries
  • Vans
  • Pick-ups
  • Trailers with more than one axle
  • Mini-buses
  • Any other vehicle that might be seen as 'commercial'
Why was the ban introduced?

There are four main reasons for introducing this restriction. They are:

  • Business users were abusing the system and Council Tax payers were footing the bill
  • The system had to be introduced to meet the needs of environmental legislation
  • To reduce the congestion at peak times and reduce waiting times for most Recycling Park users.
  • The movements of vans posed a risk to the safety of the public and staff at Recycling Parks.

The above wastes are not classed as domestic waste (even if they originate from a household) and Denbighshire has no obligation to accept this type of waste at its sites. We do accept small amounts of this waste, but no more than 3 bags per visit. If more of this type of waste needs to be disposed of then a skip from a licensed company should be hired.

The Permit

If you satisfy the following criteria you may apply for a permit from Denbighshire County Council to allow you to visit the Recycling Parks in a banned vehicle

  • the vehicle must be registered to you, not a company or business, or other organisation
  • the vehicle must be registered to an address in Denbighshire
  • the vehicle must not be sign written or display any advertising

If you satisfy these criteria you can apply for a permit by filling in the form.

To apply for a vehicle permit please complete the application form and send it to Denbighshire County Council with copies of your V5 and two recent utility bills or your latest Council Tax demand. (Photocopies of documents are acceptable and we will return any originals sent.)

Please send your completed application to 'Van Ban', Denbighshire County Council, Environmental Services, Kinmel Park Depot, Bodelwyddan, Denbighshire, LL18 5UX.

Permits are free of charge.

If you are issued with a permit you must display it in you vehicle when you visit a park or our staff will not be able to allow access to the site. You will also be issued with a booklet containing 18 vouchers. You must surrender one of the these vouchers each time you visit the site.

If you do not qualify for a permit you will need to arrange to dispose of your waste elsewhere. The Council offers a trade waste service. Or, alternatively, you could go to a waste disposal site or arrange a collection through a waste collection service.
