The LSCB is the multi-agency forum for agreeing how local child protection services should be planned, delivered and monitored. LSCBs came into being on 1 October 2006 as a requirement under the Children Act 2004, and replaced the Area Child Protection Committees which had been in place since 1996. The LSCB is the statutory body responsible for protecting children and young people from significant harm and for promoting their welfare. In May 2008, the separate boards for Conwy and Denbighshire merged to become the Conwy and Denbighshire Local Safeguarding Children Board.

LSCBs have 2 main functions: to coordinate all agencies’ work to promote the safety and welfare of children, and to ensure the effectiveness of that work. The Conwy and Denbighshire LSCB believes that everyone is responsible for safeguarding and promoting the welfare of children and works to achieve this by:
• leading collaboration across all agencies in the community
• developing and setting policies and procedures
• monitoring and auditing their implementation
• ensuring appropriate training is available
• promoting awareness and action in the wider community, and
• conducting serious case reviews when a child dies or is seriously harmed and abuse or neglect is suspected.

All agencies have a duty to comply with the All Wales Child Protection Procedures and the ‘Safeguarding Children: Working Together under the Children Act 2004’ guidance. If you are worried about any child and think they may be a victim of neglect, abuse or cruelty, contact:
