3.0 RESOURCES

3.1 POLICY STRAT.1 GENERAL

3.2 Development should seek to be sustainable, making the best use of resources by:

i) maximising the use or re-use of derelict, vacant and under used land and buildings for development in preference to greenfield sites wherever practicable and maximising the recycling of construction materials;

ii) ensuring development makes efficient use of a site, taking into account the need for access, landscaping, open space and amenity standards;

iii) being located so as to minimise the need for travel by private car and utilise existing infrastructure, facilities and services;

iv) maintaining and enhancing community benefit by providing infrastructure, services, facilities and nature conservation through planning obligations, in appropriate circumstances, as part of key development sites;

v) protecting biodiversity;

vi) protecting the best and most versatile agricultural land.


3.3 POLICY STRAT. 2 ENERGY

3.4 In respect of the generation and conservation of energy:

i) Development of clean and renewable energy sources will be permitted so far as they are compatible with the Plan’s policies;

ii) New development should be sited, designed and constructed to be as energy efficient as possible;

iii) Development of non-renewable sources of energy generation will only be permitted where it can demonstrated that proposals are small scale and result in an overall benefit.


3.5 POLICY STRAT. 3 WASTE DISPOSAL/RE-USE

3.6 Development which achieves the following:

i) minimises the production of waste;

ii) reduces the reliance on landfill;

iii) encourages treatment and disposal methods that reduce the volume and pollution potential of waste;

iv) minimises the transportation of waste;

v) provides facilities for recycling and re-use, recovery and segregation,

will generally be permitted provided that it does not have unacceptable highway, amenity and environmental effects or conflicts with other policies of the Plan.


3.7 POLICY STRAT. 4 MINERALS

3.8 The County’s landbank of permitted reserves will be maintained over the plan period.

3.9 New minerals operations or lateral extensions to existing operations within the AONB will only be permitted in exceptional circumstances. Minerals applications will be subject to the most rigorous examination and all major mineral developments will need to be demonstrated to be in the public interest before being allowed to proceed. Outside of the AONB, new minerals operations or extensions to existing operations will only be permitted where there is no demonstrable harm to interests of acknowledged importance.

3.10 The recycling of secondary aggregates and industrial wastes will be favoured and encouraged as substitutes for naturally occurring minerals.


3.11 ENVIRONMENT

3.12 POLICY STRAT. 5 DESIGN

3.13 New development will be required to:

i) be of a high standard of design, form, scale, materials and siting of new buildings and structures;

ii) be of a high standard of design, layout and landscaping of spaces;

iii) protect the character and amenity of the locality and provide adequate amenity standards itself;

iv) respect local styles;

v) provide a safe and secure environment for people and property.


3.14 POLICY STRAT. 6 LOCATION

3.15 New development will be primarily located in existing settlements and employment areas. Development will only be permitted outside defined development boundaries i.e. in the open countryside and on the undeveloped coast in exceptional circumstances set out in Part 2 policies.


3.16 POLICY STRAT. 7 ENVIRONMENT

3.17 The special character of Denbighshire; its built heritage, countryside, coastline and environment will be safeguarded by:

i) protecting the open character and integrity of strategic green barriers in the following locations:

Prestatyn - Rhyl

Denbigh

Rhyl - Rhuddlan

Prestatyn - Gronant

Prestatyn - Meliden

Ruthin

Trefnant - Clwydian Park

Meliden - Dyserth

ii) protecting and enhancing the built heritage of the County including buildings, monuments and areas of historic, architectural and archaeological interest and their settings;

iii) protecting and enhancing the nature conservation, biodiversity and landscape quality of the County including the aquatic environment, both in urban and rural areas;

iv) preventing development which would lead to unacceptable environmental pollution or disturbance;

v) taking account of physical or natural environment considerations.


3.18 ECONOMY

3.19 POLICY STRAT. 8 EMPLOYMENT

3.20 To ensure a healthy and diverse local economy:

i) the Plan makes provision for a total of 164 ha’s (405 acres) of employment land over the Plan period, including the allocation of 84 ha’s (208 acres) of new employment land, mostly within Main Employment Areas, to allow the provision of a range of size, location and quality of employment sites;

ii) land and premises either allocated or used for industry and business will generally be retained and protected for those purposes;

iii) the Plan safeguards St. Asaph Business Park for mainly high quality, low density B1 employment development;

iv) provision is made for employment development as part of a Major Mixed Development Area at the former North Wales Hospital, Denbigh;

v) the establishment, development and expansion of small firms and businesses (including working from home), agricultural development and diversification of the rural economy will be permitted subject to highway, amenity and environmental safeguards.


3.21 POLICY STRAT. 9 TOURISM

3.22 Tourism development proposals in the form of :

i) tourism projects in the coastal resorts of Rhyl and Prestatyn or as part of Major Mixed Development Areas or allocated sites at Rhuddlan and Corwen;

ii) small scale built or natural environment based tourism projects in the countryside and rural settlements,

will be permitted where they provide appropriate infrastructure, accommodation and attractions and which consolidate and diversify the tourism industry without unacceptably affecting social, highway, amenity, heritage or environmental interests.


3.23 POLICY STRAT. 10 TOWN CENTRES

3.24 The attractiveness, viability and vitality of town and district centres will be maintained and enhanced by:

i) being the principal location for new and additional retail development;

ii) encouraging/ facilitating a wide range of shopping, commercial, employment, transport, entertainment, leisure and cultural facilities and activities in appropriate locations;

iii) safeguarding land for retail development in main centres including a comprehensive redevelopment scheme in Rhyl town centre;

iv) encouraging the appropriate residential or other use of empty or underused upper floors;

v) maintaining and enhancing accessibility through the management and enhancement of car and coach parking, public transport, cycling and walking.


3.25 POLICY STRAT. 11 REGENERATION

3.26 Development proposals which assist the regeneration of run down urban and rural areas through the improvement, renovation and redevelopment of buildings and brownfield land, infrastructure and services will generally be favoured.


3.27 TRANSPORT

3.28 POLICY STRAT. 12 GENERAL

3.29 An effective and efficient integrated transport system, both private and public, will be sought that caters for residents, business, visitors and the movement of goods and information in the interests of the economy, safety, efficiency, accessibility and the environment, by:

i) permitting new development and promoting new schemes which maintain, enhance or develop public transport services and facilities;

ii) promoting or facilitating alternative means of transport including walking and cycling;

iii) undertaking traffic management and calming measures to make the most efficient use of the existing highway network before new roads are considered;

iv) ensuring consistency between the aims, objectives and policies of the Council's UDP and Local Transport Plan.


3.30 POLICY STRAT. 13 NEW DEVELOPMENT

3.31 New development, particularly major generators of traffic, will be located and designed, in order to:

i) minimise the number and length of journeys especially by private car;

ii) enable optimum use of public transport;

iii) not unacceptably affect traffic congestion and / or highway safety;

iv) provide safe conditions for pedestrians and cyclists.


3.32 POLICY STRAT. 14 HIGHWAYS

3.33 The highway network will be maintained, improved and extended and traffic management and calming measures introduced to:

i) make the most efficient use of existing network before providing new roads;

ii) assist public transport;

iii) improve road safety;

iv) protect and improve the environment;

v) improve conditions for all highway users;

vi) improve accessibility to employment and assist in regeneration;

vii) assist the free flow of traffic.


3.34 SOCIAL/COMMUNITY

3.35 POLICY STRAT. 15 HOUSING

3.36 The housing needs of all sections of the County’s population will be met by making provision for the development of additional dwellings to allow for a wide range of housing types and locations by:

i) making provision for a total of 4100 new dwellings including conversions over the Plan period including making new land allocations for an additional 880 dwellings over the Plan period over and above the existing housing land bank;

ii) making the best use of, and improving the quality and condition of existing housing stock;

iii) making the optimum use of brownfield sites including the Major Mixed Development Area at Tower Beach, Prestatyn and through the residential conversion of existing buildings;

iv) making provision for special housing needs including the need for affordable housing and the needs of people with disabilities and the elderly;

v) making key housing allocations as part of Major Mixed Development Areas including Rhyl South-East and Glasdir, Ruthin;

vi) making modest housing allocations in the main centres of Prestatyn and St. Asaph and the main villages of Rhuddlan and Bodelwyddan and allowing for minor housing development in villages.


3.37 POLICY STRAT. 16 COMMUNITY FACILITIES & BENEFIT

3.38 A full range of educational, cultural, community, sport and recreational facilities and open space will be maintained, enhanced and provided. Community benefit, including infrastructure and nature conservation, in addition to the above, will be secured from new development, where relevant and appropriate, through planning obligations and commuted sums.


3.39 POLICY STRAT. 17 WELSH LANGUAGE AND CULTURE

3.40 New development should take account of, support and where appropriate reinforce the Welsh language and cultural identity of the area.
