Local Regeneration Fund: Rhyl, Prestatyn and Denbigh Programme Newsletter - November 2025

Issue 2

Funded by UK Government logo

Since our first newsletter, the UK Government has renamed this funding programme. From now on, it will be called the Local Regeneration Fund: Rhyl, Prestatyn and Denbigh. The funds secured have been awarded for these 7 successful projects only and are non-transferrable to alternative projects or services. Below, you’ll find the latest updates on our seven exciting projects.

Rhyl Town Centre Public Realm and Central Promenade

Once these projects are finished, the town centre and central promenade will feel more connected, with a fresh new look.

Designs are currently being developed and will be shared at a public engagement event on 9th December, taking place at Rhyl Youth Centre from 1pm to 7pm. Drop in at any time to meet the project team. This will be an opportunity to view the initial designs, to have your say and ask any questions.

Following the demolition of a structurally unsafe building located at the southern end of Rhyl High Street, funding has been secured to progress with the regeneration of the site. The remaining building will be demolished, and the area will be transformed into a small, vibrant green space known as a ‘pocket park’. Designed to create a more attractive and welcoming gateway into the town centre, the park will provide a pleasant space for people to enjoy and enhance the overall public realm.

A planning application has been submitted, incorporating design changes following the public consultation earlier this year. You can view the application here or on Denbighshire County Council’s Planning Portal and entering the application reference number 45/2025/0441/CA.

You can also meet the project team at the public engagement event on 9th December at Rhyl Youth Club (1pm – 7pm).

Queen's Market, Public Realm

This public realm project is intended to support the sustainability of the new Queen’s Market functions, providing a more attractive and accessible external space.

Ahead of the Queen’s Market opening last July 25, new decking, outside seating, shade sails and a gazebo funded by the Local Regeneration Fund were installed. This attraction received a lot of interest, and these outdoor facilities were well used over the summer months.

Work began on the Children’s Park in late August, with the official opening of the park taking place on 6th October. The inclusive play area includes more than 20 play features and can accommodate over 40 users at any given time. Designed for the ages of 0-10+, the play area features interactive, sensory and tactile play boards. Reflecting its location, the play area features food and drink themes, with a ‘café’ and ‘ice cream’ theme incorporated into some of the play equipment.

The consultation on the central High Street improvement scheme ran from 15 September to 31 October, with designs available online and in Prestatyn Library.

We also hosted a public information event at Scala Cinema on 18 September, where attendees viewed the concept designs and engaging in valuable discussions with the project team and engineers.

85 responses were submitted to the consultation, and the project team will review feedback and share an update in early 2026.

Prestatyn Morfa Nature Park

Strategically located in central Prestatyn is an outstanding Green Open Space of 60 acres, featuring a Community Woodland and Wetland. This project aims to create a network of accessible routes for walkers and cyclists, helping residents and visitors to appreciate this outstanding natural resource.

In July, four well-attended walkabouts took place at Morfa Nature Park, generating valuable feedback from the community. The project team also joined the Prestatyn Information Event at Scala Cinema, where visitors explored concept designs for new paths and boardwalks. These plans include four bridges and two viewing platforms, each with timber benches with the entire route accessible for all.

With the completion of the concept design the project team are now moving into the detailed engineering phase, which will shape the technical. In the coming months, the team will apply for a Flood Risk Activity Permit from Natural Resources Wales (NRW) to ensure compliance with environmental requirements. At the same time, they will begin preparing all planning application documents, aiming for submission in Spring 2026.
