What are we doing?

We are proposing a new revised table of fares for Hackney Carriages (taxis) licensed by Denbighshire County Council.

What is a Hackney Carriage?

A Hackney Carriage is also known as a taxi available for public hire.

They can be hailed in the street or at a taxi rank, but can also be pre-booked in advance. Hackney Carriages must display a licence plate on the front and the rear of the vehicle. They must also display an illuminated 'tacsi/taxi' sign on the roof of the vehicle.

Other types of taxi such as Private Hire Vehicles (which can only be pre-booked) are not included in the scope of this consultation which only affects Hackney Carriage (public hire) taxi fares.

Why are we doing this?

Denbighshire County Council is responsible under The Local Government (Miscellaneous Provisions) Act 1976 for setting the fares for Hackney Carriages licenced in Denbighshire. 

The table of fares establishes the maximum amount a driver may charge for a journey. Drivers are permitted to agree to a lower fare at their discretion. These maximum fares apply only to journeys that take place entirely within the County of Denbighshire. For journeys that begin or end outside the County, the fare can be freely negotiated between the driver and the passenger and may be either higher or lower than the rates set out in the Council’s table of fares.

Periodic review of the fare structure is essential to ensure that services remain both financially sustainable for drivers, small businesses and affordable for passengers. The proposed changes represent the first fare increase since 2022.

What do we want to know?

We would like to know what you think about the proposed Hackney Carriage fares.

What are the proposed fares?

The current fares are shown in brackets next to the proposed fares.

Tariff 1: Standard Rate

Hirings between 6am and 6pm Monday to Friday

  • For the first seven-tenths of a mile: £4 (currently £3.50 for the first mile)
  • Rate for each one-tenth of a mile thereafter: 25 pence (no proposed change)
  • Waiting time per minute: 30 pence (no proposed change)

Tariff 2: new proposed tariff

Hirings between 6pm and midnight Monday to Friday, and 6am to midnight Saturday and Sunday

  • For the first seven-tenths of mile: £4.80
  • Rate for each one-tenth of a mile or part thereafter: 30 pence
  • Waiting time: 30 pence each minute

Tariff 3 (new tariff)

Hirings between midnight and 6am every day and/or when carrying more than 4 passengers

  • For the first seven-tenths of a mile : £5.25
  • Rate for each one-tenth of mile or part thereafter: 37.5 pence (no proposed change)
  • Waiting time per minute: 40 pence (no proposed change)

Public and Bank Holidays, Easter Sunday, Christmas Day, Boxing Day and New Year’s Day to be charged at Tariff 3 all day. Christmas Eve and New Year’s Eve to be charged at Tariff 3 from 6pm

Extra charges (no proposed increase for the following):

  • Luggage per item : 20 pence
  • Soiling charge (i.e. anything which requires the taxi to be cleaned before it can be re-hired): £100
  • Carriage of domestic pet (excluding guide dogs), per pet: 20 pence

What difference will it make?

If no observations or objections are received: the proposed fares would come into effect on 7 August 2025

If observations or objections are received: the Council must consider these before adopting the proposed table of fares. If this is necessary, the Council will determine a new date for the table of fares (and any amendments or revisions) to come into effect.
