Traffic Regulation Order: Changes to off-street parking in St Peter's Square, Ruthin
We're consulting on a Traffic Regulation Order for St Peter's Square car park in Ruthin, the effects of which will be:
- To amend the current layout and area footprint of the car park
- To introduce amended regulations to be in force at all times stated in the order, to effectively enforce the car park named in this Order
- To prevent car park misuse
- To ensure clarity that spaces designated for a certain class of use can only be used for that class and that all users must park within a designated space parking where marked.
Levelling Up fund: St Peter's Square
This Traffic Regulation Order (TRO) consultation supports the Levelling Up-funded project for St Peter's Square
- The overall scheme design has been consulted on with an initial consultation taking place between April and May 2024, with 67% of respondents supporting the scheme.
- The Council's cabinet approved progression of the scheme to the design phase in a meeting on 30 July 2024
- A consultation on possible scheme designs took place in March 2025, and following this consultation the designed have now been finalised
This means we are unable to accept any further comments about the overall scheme or the design. We will only be able to accept responses to this TRO consultation which relate to the substance of the TRO itself.
All other comments will be dismissed as invalid responses.

What is a Traffic Regulation Order?
Traffic Regulation Orders are legal documents that restrict or prohibit the use of the highway network, in line with the Road Traffic Regulation Act 1984 (external website).
Traffic Regulation Orders help us to manage the highway network for all road users including pedestrians, and they aim to improve road safety and access to facilities in the areas for which they are proposed.
A Traffic Regulation Order can only be proposed for the reasons set out in the legislation, and a scheme can only be proposed if the regulations allow the scheme site to be enforced with appropriate highway signage or lines on the road or pavement.
Examples of schemes that require a Traffic Regulation Order include:
- Prohibition of Waiting
- Changes to speed limits
- On-street parking restrictions
- Weight limits / width limits or other vehicle restrictions
- One-way streets
Enforcement
Once the Order is made, enforcement will be the responsibility of the Council's Civil Enforcement Officers (CEOs).
CEOs have the powers to issue penalty charge notices (PCNs) to any vehicles parked on the double yellow lines.
