General Information
What is this proposal about?
This consultation outlines a new Pay Table for staff on Green Book terms and conditions. It excludes Chief Officers, Youth Workers, Soulbury Workers, Teachers, and Workstart staff.
Why is a new Pay Table being introduced?
To comply with the national requirement to remove spinal column point (SCP) 2 by April 2026, and to create a fairer, more resilient pay structure.
Pay Structure and Changes
What are the key features of the new Pay Table?
- Starts at SCP 5
- Grades 1-4: 2 increments
- Grades 5 and above: 3 increments
- Certain SCPs unused to future-proof the structure
- No overlaps between grades
Will anyone’s pay be reduced?
No. All employees will maintain or increase their current pay.
Who benefits most from the new Pay Table?
Staff in Grades 1-4, including:
- Cleaners
- Teaching Assistants (Level 1 & 2)
- Admin Officers (Level 1 & 2)
- Waste & Recycling Operatives
- Catering Assistants
- Midday Supervisors
- ...and more.
Timeline and Implementation
When will the new Pay Table take effect?
1st April 2026.
What happens on that date?
- Eligible staff receive their increment
- All staff are then assimilated to the new Pay Table

HR and Assimilation
Will increments still be awarded?
Yes. Increments will be applied as scheduled before assimilation.
How will assimilation work?
Staff will be mapped from their current SCP to the new SCP based on grade and increment status. See Appendix 4 in the document for full details.
