Permission to use land for street trading
Street traders must have written permission from a landowner before we can issue street trading consent.
Who to contact
Who you need to get permission from will depend on the type of land, whether it's council owned, part of an adopted highway or privately owned.
Denbighshire County Council owned land
You can email our Valuation and Estates team to ask for permission to trade on land owned by Denbighshire County Council.
Adopted highways
To trade on adopted highways, such as the main streets in Rhyl or Ruthin, email our Highways team.
Privately owned land
For privately owned land, you will need to contact the landowner directly for permission. We cannot provide private landowner details.
Site assessments
Once we receive an application, we will assess whether the site is suitable.
Street trading consent will not be granted if the activity:
- affects road safety
- causes noise, rubbish, fumes, vermin risk, or loss of amenity
- is similar to trading that already exists nearby
- conflicts with traffic/waiting restrictions
- blocks pedestrian or vehicle access
- interferes with sightlines or traffic flow
- has no safe parking/passage for traders and customers
- takes place in the dark after dusk and is unsafe without lighting
Fines and penalties
Enforcement action can be taken if someone:
- trades without street trading consent or the required licence
- trades on a street where trading is prohibited
- doesn’t keep to the conditions of their street trading consent
Enforcement action can include:
- street trading consent or the required licence being suspended or withdrawn
- fines of up to £1,000
