What are we doing?

We are consulting on a Traffic Regulation Order to introduce the following road layout changes in Llangollen town centre:

  • Market Street: Remove two parking spaces nearest the junction with Castle Street. Replace one of the taxi rank spaces with a parking space. This parking will be free of charge. Between the hours of 9am and 5pm the parking space will have a maximum stay of 1 hour, and no return to the same space within 2 hours.
  • Hall Square (outside Aydin's Fish & Chips): Introduce new, legally enforceable, short stay parking to enable "pop and shop" parking. This parking will be free of charge. Between the hours of 9am and 5pm the parking spaces will have a maximum stay of 1 hour, and no return to the same space within 2 hours.
  • Willow Street: Introduce double yellow lines to the left-hand side of the road for the entire length of the road. Introduce additional double yellow lines on a short section of the right-hand side of the road outside the Youth Club.

Why are we doing this?

Llangollen is an historically important town in the south of Denbighshire

In addition to being popular with tourists and daytrippers, Llangollen is a 'hub' town which serves a large network of villages and other rural communities locally

Llangollen is built into a steep river valley. Parking, waiting and loading spaces in the town centre are at a premium as a result of this.

The town centre frequently experiences issues with inconsiderate parking either due to a reluctance to pay or a lack of availability in the town's short stay Pay & Display car parks.

There are a number of similar "super short stay" parking bays already available in Parade Street, East Street, Oak Street, Chapel Street and Hill Street, with parking enforcement in place between 9am and 5pm. These spaces are well-used by both locals and visitors alike.

The Council hopes that by introducing the proposed changes in Market Street, Hall Sqaure and Willow Street we can reduce or eliminate the impact of inconsiderate parking behaviour in these additional key areas of the town centre.

What difference will it make?

Enforcement

  • "Super short stay" parking: This parking has a maximum waiting time of 1 hour between the hours of 9am and 5pm. No return is allowed within 2 hours. Anyone contravening these rules may be liable to receive a Penalty Charge Notice (PCN) not exceeding £50
  • Double yellow lines: Anyone contravening double yellow lines may be liable to receive a PCN not exceeding £70

We hope that by implementing these proposals we will improve traffic flow and maintain pedestrian access by reducing or eliminating inconsiderate parking in the areas we have described.

We would also like to make a note of the following points:

  • There will be no net loss of parking in the town centre as a result of these proposed changes. There is an overall gain of two parkings spaces and loss of one taxi space as a result of the proposals
  • There will be no impact on marked disabled badge (blue badge) spaces as a result of these proposed changes
  • The new "super short stay" parking will be free of charge, in line with existing similar spaces elsewhere in the town centre. They will, however, be enforced by Civil Enforcement Officers (CEOs) between the hours of 9am and 5pm to ensure they are used correctly.
  • There will be no impact on bus stops or bus stop locations as a result of these proposed changes

How can you get involved?

Before implementing a Traffic Regulation Order, we are legally required to consult the public for a period of 21 days. We place public notices in the local press, and we place notices in the immediate area where the Traffic Regulation Order is proposed. We have also created this web page.

Please note: we only require responses that would require us to review, modify or withdraw all or part of the proposed Traffic Regulation Order.

If you are in agreement with the Order exactly as it has been proposed, there is no need for you to submit a response.
