How to apply for street trading consent

To apply for street trading consent, traders must:

• be 17 years or older
• make sure that their activity complies with all other legislation, such as:
  • food safety
  • health and safety
  • planning
  • highways
• have permission from the landowner

How to apply

To apply for street trading consent, you will need to complete an application form and provide:

• a passport photo
• one form of ID
• an operating schedule (including map/site plan and goods for sale)
• a risk assessment
• photos of your stall/vehicle
• written landowner permission
• public liability insurance evidence

Fees

If an application is approved, a fee will need to be paid based on the duration of the consent needed. The following table shows the fees for each period:

After making an application

Once we receive a fully completed application:

1. we will perform a site assessment to check if the site is suitable
2. there will be a 28‑day consultation period with:
   • North Wales Police
   • Food Safety
   • Health and Safety
   • Planning
   • Environmental Health
   • Fire and Rescue
   • Trading Standards
   • Local Ward Members
3. a report is prepared and sent to the Head of Service and Licensing Chair
4. the applicant is notified of the decision.
5. if granted, we will contact you for payment.

Fines and penalties

Enforcement action can be taken if someone:

• trades without street trading consent or the required licence
• trades on a street where trading is prohibited
• doesn’t keep to the conditions of their street trading consent

Enforcement action can include:

• fines of up to £1,000
